This suggestion is put forward as a more

economical alternative to (B). The personnel could be

recruited with the assistance of the Indian Army

Army officers would be required to supervise. Compared

with (fo) or (B) it would be more economical, and further,

would not interfere with the training of the fighting

services. As in (B) there would be the advantage of having

a di sciplined corps on the China coast.

(D) INDIAN GUARDS RECRUITED FY COLONIAL GOVERNALEN T.

This system was initiated in 1914,

and is still in operation, though some shipping companies

concerned have discontinued the employment of these guards,

especially since Military guards have been made available.

Weakness of this system in the opinion of the Anti-Piracy

Committee lies in the lack of supervision and interest

taken in the guards by the firms and the officers of the

ships in which they are employed. The system would he

greatly improved by the employment of a few supervising

officers and embodiment of the whole personnel into

properly regulated corps. This would involve some

overhead charges in addition to the wages of the guards
